Hawn Hotel & Arcadia Theater
In September 2017, the City released a Request for Proposals for the redevelopment of the Hawn Hotel and the Arcadia Theater. The RFP invited interested developers to propose improvements to both buildings.
Turner Behringer Development Company was selected to complete the project, which was presented to and approved by City Council at its December 6, 2018 regular meeting.
The proposal includes a mixed-use development (residential and retail) that would include the Hawn Hotel, Arcadia Theater and the Sears building, and would be known as the Hawn/Arcadia/Sears (HAS) development. The Hawn and Sears buildings would both be renovated into for-lease apartments, which would be managed by Turner Behringer. The lower floors would also include retail/commercial space. The Arcadia Theater would include event space that would accommodate everything from live music to lunch meetings. The architect for the project recently submitted plans for all three buildings to the City of Temple for building permits.
As part of the proposal, the City entered into an economic development agreement that included funding from the Reinvestment Zone and the City, and a 10-year tax abatement agreement that would abate approximately $219,000 in property taxes over the life of the agreement.
Turner Construction is completing the HAS work.
The Hawn/Arcadia/Sears (HAS) development should start Fall 2021 and should last 18 months.
City Center
The City Center project is a downtown redevelopment project that includes street improvements, landscaping, signage, a downtown parking garage and more, which will be done in coordination with the rehabilitation of the Hawn Hotel, Arcadia Theater and Sears building by a private developer.
Construction is proposed to start Winter 2022 and lasts for about 16 months.

First St. Parking Garage
The First St. parking garage will contain approximately 235 parking spots. Parking garage construction should start in November 2021 and should last about 12 months.

The Fourth St. parking garage will contain approximately 415 parking spots. Parking garage construction should start in November 2021 and should last about 12 months.

Traffic Impacts
May 11, 2022: The current partial road closure related to the Fourth St. parking garage and the Downtown City Center utility improvements project will be extended on Wednesday, May 18 at 8 a.m. and last approximately two weeks.
The current closure will extend westward to include Second St., from Adams Ave. to Central Ave. The intersection of Second St. and Central Ave. will also partially close. Eastbound traffic on Central Ave. will still be able to turn right (southward) onto Second St. See the detour map for more details.
Detours will be implemented in the area. Drivers should use caution and pay attention to all traffic control devices.

First St. Underground Project
The First St. Underground Project is scheduled to begin Monday, May 23 with a duration of four months.
Crews will remove the overhead power lines that are located in the alley adjacent to the parking lot on First St. and bury new power lines underground from Ave. B to the alley between the ExtraCo building and Texell Credit Union. This work will move from south to north as the job progresses.
During construction, there will be limited-to-no access to the alley between First St. and Main St., from north of Ave. A. to Ave. B.
The parking lot closure at First St., South of Ave. A, will begin Monday, June 6.
Detours will be implemented in the area, as needed, with advance notice given. Drivers should use caution and pay attention to all traffic control devices.

MLK Festival Grounds
MLK Festival Grounds
Residents in Temple have enjoyed the MLK Festival Grounds for years. However, the Temple Parks and Recreation Department wanted to create a more user and renter-friendly experience for groups attending events at the Grounds. In November 2019, City Council approved the following project.
New features to the Grounds will include built-in stage power and vendor power outlets, removal of overhead power lines and power poles, renovated “green room” space for fans to interact with entertainers, and office or storage space for staff to use during events.
As part of the agreed proposal, the City partnered with Kasberg, Patrick & Associates to develop the designs.
Construction is expected to be completed by Summer 2022, and events like the Bloomin' Temple Festival, Cinco de Mayo and Downtown at Sundown are all scheduled to return once construction is complete!
