In September 2017, the City released a Request for Proposals for the redevelopment of the Hawn Hotel and the Arcadia Theater. The RFP invited interested developers to propose improvements to both buildings.
Turner Behringer Development Company was selected to complete the project, which was presented to and approved by City Council at its December 6, 2018 regular meeting.
The proposal includes a mixed-use development (residential and retail) that would include the Hawn Hotel, Arcadia Theater and the Sears building, and would be known as the Hawn/Arcadia/Sears (HAS) development. The Hawn and Sears buildings would both be renovated into for-lease apartments, which would be managed by Turner Behringer. The lower floors would also include retail/commercial space. The Arcadia Theater would include event space that would accommodate everything from live music to lunch meetings. The architect for the project recently submitted plans for all three buildings to the City of Temple for building permits.
As part of the proposal, the City entered into an economic development agreement that included funding from the Reinvestment Zone and the City, and a 10-year tax abatement agreement that would abate approximately $219,000 in property taxes over the life of the agreement.
First St. Parking Garage
The City of Temple is proud to announce the official opening of the 1st Street Parking Garage in downtown Temple. The brand new, state-of-the-art facility is set to provide convenient and secure parking options for residents, downtown employees, and visitors.
The project, which began April 2019, features 235 parking spaces on three floors, emergency call boxes and security cameras on each floor as well as the exterior of the garage. It will also include vehicle license plate recognition enforcement and seven Electric Vehicle Charging Stations that cover 13 parking spaces.
Parking at the 1st St Garage is free for all users during its initial period of operation. This period is designed to give the community a chance to become acquainted with the new facility and its amenities. While parking will initially be free, the City of Temple is considering implementing a pricing structure to ensure the sustainability and efficient use of the facility in the long term. Residents will receive a 90-day notice before any pricing structure is implemented.

Fourth St. Parking Garage
In addition to the 1st Street Parking Garage, we are excited to announce that construction of the 4th Street Parking Garage is completed, however due to surrounding construction at the facility, it is not able to open just yet. We do anticipate this garage opening in early 2024. The Fourth St. parking garage will contain approximately 415 parking spots.
This expansion of parking infrastructure demonstrates our commitment to enhancing the quality of life for our residents and supporting the growth of our downtown district.

Traffic Impacts
May 11, 2022: The current partial road closure related to the Fourth St. parking garage and the Downtown City Center utility improvements project will be extended on Wednesday, May 18 at 8 a.m. and last approximately two weeks.
The current closure will extend westward to include Second St., from Adams Ave. to Central Ave. The intersection of Second St. and Central Ave. will also partially close. Eastbound traffic on Central Ave. will still be able to turn right (southward) onto Second St. See the detour map for more details.
Detours will be implemented in the area. Drivers should use caution and pay attention to all traffic control devices.
5/11/2022 Street Closure MapNovember 22, 2021: Partial road closures on Fourth St. and Central Ave. are scheduled to begin Monday, Nov. 29. The Fourth St. closure will extend from Adams Ave. through the Fourth St. and Central Ave. intersection. Central Ave. will be closed from Second St. to Sixth St. This 11-month closure is related to the 415-spot parking garage construction in downtown Temple.
Detours will be implemented in the area, and access will be maintained to businesses.
